The High-Velocity Hurricane Zone (HVHZ)
The HVHZ is the strictest wind-load standard in the United States. It exists because of Hurricane Andrew in 1992, and it applies to only two of Florida's 67 counties: Miami-Dade and Broward.
Inside the HVHZ, ultimate design wind speeds generally run about 170–180 mph (Risk Category II under ASCE 7-22), varying by site and exposure. Every window, door, and glazing assembly has to be rated and approved specifically for HVHZ use.

Miami-Dade NOA vs. Florida Product Approval (FL#)
Florida has two product-approval tracks. Knowing which one applies to your address is the whole game.
Miami-Dade Notice of Acceptance (NOA)
A county-level approval from the Miami-Dade Building Code Compliance Office — the most demanding hurricane-product approval in the country, tested to Miami-Dade's TAS protocols. Required in the HVHZ.
Florida Product Approval (FL#)
The statewide certification, issued under the Florida Building Code and tested to national ASTM standards. Used everywhere in Florida outside the HVHZ — including Palm Beach. The product still must be impact-rated for the local design pressure; it just uses the FL# track rather than an NOA.
Plain-English takeaway: NOA is county-level and HVHZ-grade; FL# is statewide. One isn't a substitute for the other — the right one depends on where your home is.

Wind-borne-debris requirements still depend on your exact address and exposure — a coastal Palm Beach opening can need a higher-rated product than an inland one. So "Florida Product Approval" is the track, but the specific design pressure is set per opening. We confirm both at permitting.

The large-missile test
Impact products earn their rating by surviving a physical assault, not a lab estimate.
- In the HVHZ (Miami-Dade / Broward): products are tested to Miami-Dade's TAS 201 / 202 / 203 protocols. TAS 201 fires a 9-lb 2×4 at roughly 50 ft/s (~34 mph) at the glass; TAS 203 then subjects it to thousands of pressure cycles. The glass can crack — but the interlayer has to keep the opening sealed so your home never pressurizes.
- Outside the HVHZ (Palm Beach): products are tested to national ASTM E1996 / E1886 standards — a lighter large-missile test (roughly a 4.5-lb 2×4) with a more lenient tear tolerance. Still genuinely impact-rated, just less punishing than the TAS standard, which is why HVHZ-grade products typically cost more.

Design pressure (DP): the number that has to match your house
Two impact windows can both be "code-approved" and still not be interchangeable, because they carry different design-pressure (DP) ratings — the wind pressure a unit can take without failing, tested for both push and suction loads.
DP requirements climb with your wind speed, your exposure category (open beachfront needs more than sheltered inland), and the opening's location (corners and upper floors see higher suction). A coastal Fort Lauderdale or Boca Raton opening can require a substantially higher DP than an inland one a few miles away. Matching DP to the specific opening is an engineering step — not a catalog default — and getting it wrong is a failed inspection at best. We spec each opening to its actual exposure and document it.

The 25% rule (this one can save you money)
Here's a code provision most homeowners never hear about until it's a problem — or an opportunity.
Practically: if you're already doing a big chunk of the house, you often cross the 25% threshold anyway — so it's usually smartest (and sometimes required) to do the whole home in one permitted project rather than piecemeal it and trigger the rule mid-stream. We calculate where your project lands against the threshold up front, so there are no surprises at inspection.

Which building code is in effect — and what's changing
Florida updates its building code on a cycle, and the standard is trending stricter.
- Current: Florida Building Code, 8th Edition (2023), which adopts the ASCE 7-22 wind-load standard.
- Next: the 9th Edition takes effect December 31, 2026. Expect requirements to tighten, not loosen.
Doing the work now, to the current code, with a contractor tracking the transition, protects you from having a half-finished project caught between code editions. (We confirm the exact effective date and any local adoption schedule at permitting.)

Compliance isn't just a hoop — it's what unlocks the financial upside.
- Permit & inspection: code-approved products + an approved installation detail + a passed inspection = the NOA/FL# paperwork in your file. We pull the permit and hand you that documentation. Skipping the permit can void the product warranty and create insurance problems if the opening ever fails.
